About Tom

A Lifelong Commitment to Kingsport

Married to Pam for over 40 years, Tom moved to Kingsport in 1993; their two sons were raised and educated in Kingsport City Schools.

Tom served over 6 years on the Kingsport Board of Mayor and Aldermen, first elected in 2011, then asked to complete an unexpired term through 2017. He has spent decades in Chamber of Commerce leadership and civic board service across the community.

A career human resources professional, Tom has spent decades managing departments and the budgets that ran them.

01 Helped guide the city through five separate budget cycles, keeping them balanced while continuing to fund core services.
02 Chaired the Kingsport Chamber of Commerce, after years in Chamber leadership roles including Government Affairs and Treasurer.
03 Recognized as a Kingsport Chamber of Commerce Lifetime Member Honoree for lasting contributions to the community.

What He Will Do

Review staffing growth, recurring expenses, and major contracts first, before turning to tax or fee increases.
Support public safety, ensuring competitive wages, benefits, and safe, dependable equipment for police and fire during every budget cycle.
Support Kingsport City Schools.
Keep Kingsport’s water utility exceeding regulatory standards.
Push for visible, on-schedule progress on paving, intersections, and other infrastructure.
Support growth that creates good jobs without overwhelming roads, schools, or established neighborhoods.
